Faculty Association Proposals 2012

On February 14, 2012, the Association tabled the proposals below. Proposals are only the very first exchange of information between bargaining parties, to begin the bargaining conversation. Specific language and priorities will develop as a result of ongoing conversation between the parties.

Investigations

  1. The Association proposes a new Article in the Framework for Collective Bargaining that ensures that investigations are conducted with procedural fairness and natural justice.

Equity

  1. The Association proposes to modify Article 4 in the Framework for Collective Bargaining to assure greater equity at the University. The Association proposes to modify Article 4 in the Conditions of Appointment for Faculty to ensure that scholarship is more broadly defined to incorporate methodologies and practices from non-traditional scholars.

Workload

  1. The Association proposes to modify Article 13 in the Framework for Collective Bargaining to provide for clearer development and dissemination of departmental workload policies.

Sessional Lecturers

  1. The Association proposes a new Article in Conditions of Appointment for Sessional Faculty Members to give part-time Sessional members the right to accrue additional courses for which they are qualified, on a seniority basis.

Lecturers

  1. The Association proposes modifying the Conditions of Appointment for Faculty and Conditions of Appointment for Sessional Faculty Members to introduce a right of reappointment for Lecturers and to give Sessional members priority over external applicants for newly created Lecturer positions.

Librarians

  1. The Association proposes revisions of the Conditions of Appointment for Librarians to account for workplace changes in the Library.

Salary

  1. The Association proposes amending Articles 1 through 5 in Salaries and Economic Benefits to provide a general salary increase sufficient to retain and attract members and to protect members against losses in real income due to inflation.
  2. The Association proposes modification to Article 2 in Salaries and Economic Benefits to allow more merit units and to address salary compression issues.
  3. The Association proposes that Article 4 in Salaries and Economic Benefits and other relevant Articles in Conditions of Appointment for Sessional Faculty Members be amended to provide for consistent minimum salary scales for all teaching stream ranks across all disciplines.

Benefits

  1. The Association proposes that Articles 7.02 and 7.03 in Salaries and Economic Benefits and Article 17.5 in Conditions of Appointment for Sessional Faculty Members be amended to provide greater access to health and welfare benefits for Sessionals.
  2. The Association proposes that Article 7.02a in Salaries and Economic Benefits be amended to provide better eye care coverage for members.
  3. The Association proposes that Article 7.08 in Salaries and Economic Benefits be amended to provide that a member’s tuition fee waiver may be transferred to his or her spouse or partner, and that dependent children’s tuition fee waivers do not expire upon the death of the member while the dependent continues to attend university.
  4. The Association proposes a change to Article 7.09 in Salaries and Economic Benefits so that the professional development fund is adequate to provide members with the means and professional development opportunities to fulfill UBC’s vision, values and commitments.

Indemnification

  1. The Association proposes to add an article on indemnification in the Framework for Collective Bargaining to reflect existing policy at the University and ensure that faculty members are exempt and held harmless for activities carried out as part of their university work.
